Many of the old penguins have these items. Unfortunately, there came a time when everyone could get these items due to the hacks. So little by little they became more habitual. Item collectors loved rare items. They are considered rare because of their age on the island.
Let's take a look:
1) Beta Hat (2005)
The Party Hat (also known as Beta Hat) was a rare head item in Club Penguin. It was available at the Town during the Beta Test Party on September 21, 2005. It was the first free item in Club Penguin and players who attended the party could pick it up. It was widely considered the rarest item in the game, as it could only have been obtained legitimately in two 2 hour time spans during the Beta Test Party. In addition, all other anniversary hats are rare items.
2) Hawaiian Lei (2006)
The Hawaiian Lei was a rare neck item in Club Penguin. All players could obtain it for free at the Dock during the Winter Luau.
3) Pirate Bandanna (2010)
The Pirate Bandanna was a head item in Club Penguin. After completing the Paper Boat Scavenger Hunt at the Island Adventure Party 2010, players had to go to the Cove, and drill where the red "X" was, and they would eventually receive the item. It could also have been obtained from the 10th Anniversary Item Calendar.
4) Black Hoodie (2005)
The Black Hoodie (formerly Black Hooded Sweatshirt) was a rare body item in Club Penguin. It cost 300 coins in the Penguin Style catalog, and only members could buy it. This and the Blue Hoodie are the rarest hoodies that existed at Club Penguin.
5) 150th Newspaper Pin (2008)
The 150th Newspaper was a rare pin in Club Penguin. It was hidden in the Boiler Room, and all players could obtain it.
6) Admiral Jacket (2006)
The Admiral Jacket was a rare body Item in Club Penguin. It cost 620 coins in Rockhopper's Rare Items, and only members could buy it. There was also a rare white version in 2008.
7) Blue Lei (2006)
The Blue Lei was a neck item in Club Penguin. All players could obtain it for free at the Dock during the Summer Party, or at the Ski Village during the Summer Kickoff Party. It could also have been obtained from the 10th Anniversary Item Calendar.
8) Red Hard Hat (2008)
The Red Hard Hat (formerly known as the Red Construction Hat) was a rare head item in Club Penguin. It was given to penguins who participated in the Club Penguin Improvement Project. Similar to anniversary hats and the Snow Beta Hat, it never returned.
9) Snapshots Background (2007)
The Snapshots Background was a rare background in Club Penguin. It cost 60 coins in Rockhopper's Rare Items, and all players could buy it.

The Blue CP Hoodie Outfit was a rare body item in Club Penguin. It cost 450 coins in the Penguin Style catalog, and only members could buy it.

13) Blue Water Wings (2007)
The Blue Water Wings were a rare hand item in Club Penguin. All players could obtain them for free at the Plaza during the Water Party 2007. In addition there was also a rare orange version of them.
14) Backstage Pass (2008)
The Backstage Pass was a rare neck item in Club Penguin. It cost 50 coins in the Shirts Rock Catalog, and only members could buy it.
15) Brown Fedora (2005)
The Brown Fedora (formerly "Fedora") was a rare head item in Club Penguin. It cost 225 coins in the Penguin Style catalog, and only members could buy it.
16) CFC Cap (2011)
The Coins For Change Cap was a rare head item in Club Penguin. All players could obtain it for free from the 2011 Advent Calendar at the Forest during the Holiday Party 2011.
17) Dark Denim Jacket (2009)
The Dark Denim Jacket was a rare body item in Club Penguin. All players could unlock it from series 4 of the Treasure Book.
18) Daisy Zippered Hoodie (2008)
The Daisy Zippered Hoodie was a rare body item in Club Penguin. It cost 500 coins in the Penguin Style catalog and only members could buy it.
19) Club Shirt (2012)
The Club Shirt (UK redemption shirt) was a rare body item in Club Penguin. All players could unlock it from the first issue of the Club Penguin Magazine.
20) Festive Sombrero (2007)
The Festive Sombrero was a rare head item in Club Penguin. It cost 300 coins in the Penguin Style catalog, and only members could buy it.

The Pink Toque was a rare head item in Club Penguin. It cost 75 coins in the Penguin Style catalog, and only members could buy it. It could have also been obtained for free at the Dock during the Server Testing 2005. It was similar to Aunt Arctic's Hat.
27) Purple Suede Jacket (2007)
Purple Suede Jacket was a rare body item in Club Penguin. It cost 700 coins in the Penguin Style catalog, and only members could buy it.
28) Queen's Crown (2005)
The Queen's Crown (formerly Small Crown) was a rare head item in Club Penguin. It cost 450 coins in the Penguin Style catalog, and only members could buy it.
29) Shamrock Hat (2006)
The Shamrock Hat (originally called Lucky Hat) was a rare head item in Club Penguin. All players could have obtained it for free at the Ski Village during the St. Patrick's Day Party 2006, at the Dock during the St. Patrick's Day Party 2007, and at the Coffee Shop during the St. Patrick's Day Party 2009. The Red Cheerleading Sweater was a rare body item in Club Penguin. It cost 350 coins in the Costume Trunk catalog, and only members could buy it. Also the Blue Cheerleading Sweater is a rare object.
31) Red Propeller Hat (2006)
The Red Propeller Cap was a rare head item in Club Penguin. All players could obtain it for free in the Plaza during the April Fools' Party 2006, Ski Village during the April Fools' Party 2008, and Dock during the April Fools' Party 2010. It could also have been unlocked from series 2 of the Treasure Book.
32) Red Track & Field Uniform (2008)
The Red Track & Field Uniform was a rare body item in Club Penguin. It cost 550 coins in the Snow and Sports catalog, and only members could buy it. It also comes in blue.
33) Roman Helmet (2006)
The Roman Helmet (originally Roman Soldier Helmet) was a rare head item in Club Penguin. It cost 800 coins in the Penguin Style catalog, and only members could buy it. It was inspired by the helmet of Marvin the Martian from Looney Tunes.
